Default browser in Mac 6.01- same problem

I have the same problem.
If Safari is already launched, it does not open URLs from Notes.
I have to quit Safari, and then click on the URL to launch and open the URL from Notes.

This has been a bug since 6.0...
Someone posted a solution to it, but I can't find it now.
argh.
